Introduction
The temple is an innovative and integral part of Indian culture. Temples are not only those places where the Gods and Goddesses are worshipped, but they are also the custodians of the rules and traditions on which the Indian society operates. Through the ages, the pertinent process of maintaining Indian tradition of purity, Yoga, ethical purification, renunciation, asceticism, unity and power of omnipotent are realized through these religious institutions. When it was realized that it was necessary to bring the temple precincts within the democratic setup of the government, the Himachal Pradesh Hindu Religious Institute and Purposes Act-1984 was enacted to bring temples under the Government’s control and create a trust under the chairmanship of the District Magistrate. Under the trust, the master plans of some temples were also prepared. In July 2008, with the objective of improving the management of the acquired temples under the Himachal Pradesh Hindu Religious Institute and Purposes Act, a high-level committee was constituted under the chairmanship of Shri K C Sharma B.P.C. (Retd). The committee has prepared a report on the following topics.
1. Arrangement of temples according to the beliefs of the Hindu religion
2. Improving the management system and providing as many facilities for the devotees
3. Implementing necessary amendments in the Act and rules, as needed, from time-to-time

Vedic Rishis have read many pre-eminent texts to protect the environment. Only the words of which the environment in the Vedic legislation has been preserved. Rishis believe that: –
अन्नाद् भवन्ति भूतानि पर्जन्यादन्नां सम्भवः ।
यज्ञाद् भवन्ति पर्जन्यो यज्ञः कर्म समुद्भवः ।।
Annaad Bhavanti Bhoutanis Parjnyaadannam Sambhavah.
Yajnaad Bhavanti Parjanyo Yajna: Karma Samudbhava:
The meaning of this Shloka is
All creatures originate from food, food originates from rain, rain arises from Vrishti Yagna, and yagna arises from the deeds done.
Sacrifice is sacred work. To ensure successful sacrifice, the Panchagavya provisions have been written and they are extracted from the cow. Cows have fed crores of not only brilliant Indians but also the entire human race, with various products. To protect cows, the government has established over 60 cowsheds in the state, and the temple trusts of the concerned districts have been given the responsibility to protect these cows.
